The Fragility of the Child Welfare System

The child welfare system itself is often described as fragile. Some argue it’s broken, while others say it’s doing exactly what it was designed to do. Yet every year, new demands are placed on the system without the proper resources to meet them. With an increasing number of states facing federal lawsuits or consent decrees, the challenges only mount. Social workers and case managers are burdened with overwhelming caseloads, limited resources, and a labyrinth of systemic inefficiencies, all of which contribute to a high-stress environment.
